Fsay/Fsayto/Fsmote

Syntax: fsay <NPC name> <what to say>
Syntax: fsayto <NPC name> <who to say it to> <what to say>
Syntax: fsmote <NPC name> <what to smote>
 
These commands allow story council members or imms to breathe life into NPCs
by allowing them to react in-character to the events going on around them.
