This would be for the archers...
You shoot an arrow, it hits its target... Basically this skill allows you to RIP the arrow out of your opponent causing damage.
If your RIP is unsuccessful then you will break your arrow, as you get better with this skill the damage caused by ripping the arrow out increases and the chances of the arrow breaking decreases.

If this came in, I think using it ought to provoke an attack of opportunity, since a ranged attacker closing in and trying to pull an arrow out of an armed and moving opponent would be imo at least as difficult as brawling against an armed opponent. Perhaps it could then be paired with an "Improved Rip" feat which would remove the AoO?

When using a bow don't some arrows fall to the ground or end up in the corpse to simulate that they aren't ruined by the hit?

Arrows and bolts threaten much more damage if left in the wounded target and allowed to hemorrhage, than if they're taken out and allowed a chance to clot, a characteristic of an arrow that should already be factored into its damage rating.
And the concept of being able to reach and yank an arrow out of an opponent whilst still fighting in close melee would be impossible, imo, since fighting with a bow/crossbow is a two-handed affair; you have to keep loading said missile weapon with the other hand, which is why it is equipped as a two handed weapon. Unlike skills like bash (done with the shield in your hand), or kick (done with a foot) or punch (even with two hands equipped, assumes to be done with a forearm/pommel/etc), yanking an arrow from a victim after shooting it would require not only an attack roll to reach it, but manipulative ability with a free hand that the attacker doesn't have.
