Garl Glittergold: Goblins or Kobolds?

Now, just a discussion concerning a question I would like to bring up. I should probably know this, its terrible of me for asking, but to clear it up for myself and any other future Garl followers, in the help file for Garl Glittergold, it states:
He hates goblins with a vengance, and rewards for those who deal with the smelly critters. He however is upset when his followers flee from a goblin rather than take them out.
Now, from this, you can deduce that gnome's main enemy is goblins, but from everything I have read, Garl's closer enemy would be Kurtulmak, Lord of the Kobolds (I have even seen IC events supporting this). I am unsure if it would be correct to just go with the belief of both being the enemy (which is true) or of kobolds being the more hated enemy or goblins. This could merely be a difference in going with Forgotten Kingdoms setting/rules or going with Forgotten Realms canon. I just wondered if this could be cleared up, as I am unsure of the reasoning (maybe goblins were the only candidates in the game at the time) behind this.

Garl hates Kurtlemak, he loves slighting him to the point that he once made his cavern collapse around his ears. I would assume that he hates most goblinoids. Correct me if I'm wrong.

I would think that both are correct. Yet, from a technical point of view, as far as favour-gaining is concerned, we have to choose a single race. Neither are really perfect for this though, especially at higher level (since you don't meet high level goblins or kobolds often), but there are other ways to gain favour automatically.

Ah. And it's spelled Kurtulmak. ;)
