I can confirm that Power Attack does work with unarmed combat, but not with light weapons (including normal cestus/brass knuckles). You can not adjust the amount of power shift: it looks to be 2 on my test PC; that is, your attack rolls takes a -2 penalty and your damage roll gets 2 added to it.

Following up on this - seems like there is some kind of issue with "real" thieves that I haven't been able to replicate on the test port. They are missing their +4 on reflex saves. I just created a level 26 rogue on the testport, and the base saves ARE 3/7/3 (with all stats at 10). In my testing on the testport, stat bonuses do add to this as they should. I'll have to look at the PC in question, since this looks to be a problem the code generally deals with as it should.
